Do you think that is it possible for the non-native speakers speaking English like the native speakers?
And how to practice to reach that level?

It depends what be mean- if you mean speak so well that no native speaker would suspect they are non-native speakers, then there would not be very many who reach that standard. I have met such people, but rarely. If you mean speak fluently and naturally, though often with some sort of accent, then many reach that standard.
