"Today" has more than one function. Above, it functions as a noun, a thing. It means, this present day.![]()

Where I come from, Today it is Monday is not normally possible. You are using both the noun -- today -- and its pronoun --it, in the same phrase. Compare --The weather it is cold. This would be equally correct.
Below, "Today/today" functions as an adverb,
Today, the weather is cold. <adverb>
The weather is cold, today.
Today, it is Monday. <adverb>
It is Monday, today. <adverb>
