Both sentences need correction:

1. I did not receive it.
2. I have not received it.

The first one is an example of the simple present tense, which is used to express a known time, say, "yesterday", whereas the second one, present perfect 'have not received', places the focus on the event, not the time. In short, time is important with the simple tenses but not as important with the present perfect. That's why "yet" works well here, "I have not received it, yet."

More context is required. For example,

"If I don't receive it by tomorrow, . . . ." (conditional)
"Don't receive it!" (imperative)
