What does "equal to none" mean?

We're proofreading a document and have reached a bitter argument:
In the sentence - "professional services equal to none" -
Does it mean "unrivaled"/"the best" services
or
"the worst" services that don't measure up to anything.

It is indeed ambiguous: if something is equal to none, it either exceeds everything else, or everything else exceeds it.

The ambiguity resides in "equal to": neither 9 nor 11 are equal to 10.

The phrase "second to none" may be better, in your context.
