Helllo,

could you please tell me whether a comma should be used before "who" in the following sentence and why/why not?

This was followed by the activities of dealers who actively used printed materials and a promo car as a support.

I don´t think this is an identifying clause, so there probably should be a comma.

In the given sentence , comma cannot be used as dealer is a common noun , not a proper name..there are lots of dealers around, so how can we distinguish this one from the others?

I don't agree. If there were a comma, then you would be talking about all dealers. Without a comma, you're talking about the dealers who actively used printed materials and a promo car as a support, and not about the rest.

This is done by men, who actually enjoy it.
