You can fool too many of the people too much of the time

Is the moral of Thurbers' The Owl Who Was God is a trandformation of a famous English saying?

What's more, do you know different way of interpreting this fable?
It could be seen as a criticism of the way people can follow any 'prophet' but I don'y manage to put it in the context of 1940s America.
