Default Is this an example of a contradiction?

"Winning doesn't dictate all. I never said it did. They also have to develop players. But that doesn't mean things are done at the cost of winning."
Does the first sentence contradict the last sentence?

Dictate is out of context, it doesn't make the sentence read correctly. Dictate means to read outloud whilst someone records it, to control or command, to issue orders.
