At the time

Hi,


Is this sentence correct :

He was supposed to meet us earlier but he couldn't finish work at the time.


I mean to say 'He couldn't finish work at the time he was supposed to finish it'


Can I use 'at the time' here? or what shall I write instead of it?

I think you could use 'on time' ...ie:he was supposed to meet us earlier but he didn't finish work on time.


I am not so sure ,though.
