There are several verbs which take "number percent", such as "account for", "form" or "make up".
However, I think that the verb "represent" takes only smaller numbers such as 0.05 percent or less than three percent. For example, I recently saw a sentence like this:
"The cost represents approximately 0.05 percent of the state budget for education.".
Do you think that the verb "represent" is used only for smaller numbers, compared with other verbs?
