When we refer to head's hair, should we say "hair are.." or "hair is"?
We say "people are", since people is a collective noun.
What about hair?
I'm really confused.

When you refer to somebody's hair you use the singular verb is. You could also say somethis like this:
'I got some hairs that were grey but I pulled them out.' (in this case your hair was still of your normal colour, but there were a few of grey colour too, so you had to get rid of them - it is possible to use the plural verb referring to hairs in such a case).
