That's right.Spare change, like spare tire, means extra.
Yes, I'm 100% sure. Lara needs/wants a cup of coffee. "could use" is synonymous with "need/want". Here are a few more examples,
Max: I could use a drink.
Meaning, I need a drink.
Sam: That guy could use a haircut.
Meaning, that guy's hair is too long. He needs a haircut.
Sam and Pat: We could use some cutlery, please, waiter!
Meaning, we need cutlery to eat with, and there's none on the table.
Boss: She could use a day off.
Meaning, she seems over-worked. She needs a day off.
