    "I bought a nice pair of shoes."
    This sentece is correct.
    How about this?
    "I bought a pair of nice shoes."

    yes. you can use it.
    the second sentence has an emphasis on the state of being nice for the shoes.

    Yes, and to add extra emphasis, you could say 'a pair of really nice shoes'.
