I would like to know the definition of "billing invoices".

The context : a title in a paper "Will Rathburn be indicted ? D.A.'s office seize billing invoices".

Are they false invoices ?

"Billing invoices" are not necessarily false documents. The phrase is actually somewhat redundant, because an invoice is a document that charges or bills a customer for goods or services. In this case, the District Attorney has seized invoices that Rathburn's office has sent out to clients. They will then review them to see if clients were billed for services or goods they did not receive.
