Default Thank you - You're welcome

Hi!

I would like to know if it is acceptable to say/write you welcome or welcome instead of you're welcome.

Does the level of formality change or is it simply wrong?

If you're responding to "thank you," the correct phrase is "you're welcome." "You welcome" is incorrect. Sometimes people in a hurry just reply "welcome", but it's not really correct, and definitely would only be used in conversation, not in writing.
