You can use either because the phrasal verb in question has to take an object.
The preposition goes at the end if the object is a pronoun.

'To switch off the television' makes sense in English, but 'to switch the television off' sounds better and less stilted. In common use, it's more common to say 'to switch off the television', but 'to switch the television off' is heard too.
