Hi,
does the phrase "favourite fan" mean the same as "the biggest fan"?

It depends upon the context. A celebrity's "favorite fan" could be someone close to their heart, like their mother, or it could be their favorite because they are quiet and unobtrusive (doesn't bother them for autographs or photographs). It could mean biggest fan, though; as I said, it would depend upon the way it was used.
