Should I say :

1. in the whole Europe
2. in whole Europe
3. in whole of Europe
4. in the whole of Europe

which ones are ok and which ones are not ? maybe they simply mean something else ?

4 is correct- the others have something missing. In colloquial speech, you may come across a word omitted, but it would be considered an error by most.
