hello,this is my first time to come to this forum.I'm very happy to post my first message here.And I'm a student from China.I cannot understand a sentence clearly.Could you help me?How to understand "WTO commits China to give national treatment to all foreign business people."

I'm not sure myself. Could it mean, the WTO entrusts China to offer foreign business personnel the same opportunities available to national business personnel?
