I someone says:"You previously stated that the patient has had symptoms for 11 months." Does this mean that the symptoms are still continuing or does it mean that they have finished?

To me it means that at the time of the original statement, the patient still had the symptoms- it doesn't make it clear whether the person has or doesn't have them now.
