He was the victim. 'Foul by' would make him the offender.

That's what I thought. Apparently, American basketball commentators don't use it that way and 'Foul on Henderson' to them means 'Henderson commiited a foul' or 'a foul committed by Henderson was called by the referee'.

That's what a friend of mine who is a big basketball fan told me. You might want to double-check though.

I was thinking about football (soccer), where it would definitely mean he was the victim.

Different fouls for different games. Navi is correct; in basketball, a foul is called on the "perpetrator", or the player who made the error. Then the "victim" gets to make a foul shot.
