If i ask someone this question "who pays it?"
is it the same with he shots me?
it means that action is repeated?

Both example sentences share the same grammatical structure:
Subject + Verb + Object
1) Who pays it?
2) He shot me.
The first sentence, given additional context, could express a repeated act, not action:
1) Who usually pays it? Max usually pays (i.e., Max has paid more than one in the past.)
The second sentence, again with addition context, could express a repeated act:
2) He shot me over and over again.
But "shot", on its own, cannot express repetition.
