hello there, can i start a sentence directly with verb?
For an example : cheer(verb) me when i sad.
besides that, should i put "s" after cheer? Eg:"cheers"

Yes. They are called imperative verbs. For example,
Cheer me up!
Sit there.
Eat some cake.
Walk the dog.
Move over, please.
With imperative verbs the subject is covert (You):
(You) Cheer me up!
(You) Sit there.
(You) Eat some cake.
The subject is a 2nd person singular pronoun (i.e., You), so -s is not required. -s is required only with 3rd person singular pronouns,
He cheers me up.
She sits here.
It eats.
