what are the differences between these 2 setences?

New York become city.

Neither sentence is grammatical, unfortunately.
You can say e.g.
1. X became a city in 1864.
In this sentence, "became" is the simple past tense of the verb "become".
Or you can say:
2. X has become a city.
Here, "has become" is the present perfect tense of "become". This relates to a recent development.
