Default skimp: positive or negative

Is "skimp" a positive or a negative word?

"thrift" is a positive word, where as "stingy" is a negative word. What about skimp?

skim is a useful work when you want to find a spcefic thing in a long text


but i don't think if it has a negative aspect or not.

sorry.I goofed.
it is negative.
it means giving s.th less than proper amount, in a stingy way. it is used when s.b wants to behave economically, but he behaves like stingy ones
