Question Sentence

Hi, which sentence is correct? --
1. "Poor-quality information should not be used at this stage of the survey at all."
2. "Poor-quality information should not be used at all at this stage of the survey."

Thanks in advance,

Thanks. But if I would like to use 'at all' for emphasis, which one would be correct?
