i would like to know why the following sentence should be used with Present Perfect?
Linda has lost her passport again, It`s the second time this has happened (not happens)

Tense should be kept consistent: has lost; has happened.

is that the only reason. I have a grammar book that says: Note that we say "it`s the first time something happens"
does this mean, its the first time we say something?
