Default learn or study / arrive

Hi again,

I have some difficulties with other words, too.

You learn a language, for example English, but when can you say that one studies English?

I have come across with both uses.

The other word which gives me a hard time is arrive.

arrive at places
arrive in towns/countries
arrive home

What about : arrive at school or arrive school? Is it correct without a preposition?

Thanks for your answer very much.
