I am confused about what "they" refers to. Is she saying that "We do not know how close the hearts of men are to each other in God's eyes"? Or "how intimate the relationship between God and men are"?

I am not a very competent Christian, but I suppose it means that other men cannot judge how intimate someone is with God-- God works with people in many ways, and the result is not always immediately evident.
