I would like to know the exact meaning of this phrase' I dare say'.
I guss it used when we sell facts that we do not have proof of them. Am I right?
But the word 'dare' really confused me cause it has several meaning.'' is't an idiomatic expression!!!?"
Can anyone expain it to me, and is't formal or not?.
Anyway I dare say I like that phrase.

Dare say/daresay is used with the first person singular only, having two meanings:
daresay=I suppose
eg My brother has not arrived yet, but I daresay he will come home soon.
daresay=I accept what you say
eg Young man: 'I'm a member of this club'
The door keeper: 'I daresay you are, however, you must show me your identity card.

They dared to do it again.
but the constructions:
She dared me to say all these things. =She challenged me to say all these things
Do you dare him to run up to that tree? = Do you challenge him to run up to that tree?
