Is this correct or would it be better to use the past simple tense instead of the past perfect tense?
I read about a man who moved to France with his family.He said they had moved there two years before and that he and his wife had found it difficult to learn a language.However,their children had learned it easily.

It's okay as it is -- the past perfect is the better choice here.
The second sentence starts with "He said", which is the past tense. But the events the man describes happened before he spoke to the journalist. The past perfect is used exactly in such cases: something that happened before a specific time in the past.
