No. Statements too.For example, insert DO (do, does, did) for emphasis.
emphatic DO: I do want to marry you!
As for BE (is, am, are, was, were, etc.), it's an auxiliary verb.
copular: She is a doctor. Is she a doctor?
part of the progressive/continuous tense: He is eating. Is he eating?
