Default Have vs. Did

I'm not sure what the difference in meaning is between using (for example) "Have you been to the shops?" and "Did you got the shops?". I think they both imply that the action took place in the past but I don't know what the difference is between them.

Present Perfect
"Have you been to the shops?"

The event (go to the shops) is important. "when" is not important:

Max: The new mall looks fabulous.
Sam: Have you been to the shops?


Simple Past
"Did you go to the shops?"

"when" is important:

Max: The new mall looks fabulous.
Sam: When did you go?
