It's said that the streets or districts where university students live are extremely noisy due to the fact that students would have parties which continue late into the night. And people have given a name for it. It means 'horrible' or something. Could you please kindly tell me the word for it?

Sorry I didn't explain it clearly.
It is the street where students live in leased houses. They have parties in this house or that house. Sometimes they play rock music loudly in their houses. Other people can't bear it. So they call those streets or quaters....I think the prounciation is something like 'plasar'.
