When is correct tu use "if" and when "whether"? or maybe those words meaning the same, and I can use them in any situation...

Generally, if introduces a conditional clause-- if I see you, then I will kiss you-- while whether is used when you wish to consider two alternatives-- I cannot decide whether to kiss you or hit you.
If you find yourself unsure of which situation you are dealing with, then either will probably work synonymously.
