decline , refuse, reject and turn down
How can I use them properly and politely?

The politest thing, I suppose, would be to use decline instead of refuse or reject or even turn down. Example: "I am afraid I am going to have you decline your offer." Is that the kind of thing you had in mind?

I suppose they are trying to put a positive spin and not sound, err, negative. He wondered what had happened to 'no'. He also wondered why they wouldn't given that he was a businessman being sponsored to do an MBA here. ;-|
