It means that the fact that the faculty exists, something is stated. It's hard to say more about it without more context, but imagine a Faculty for Evolutionary Science, say, in the States, where there is a bug debate about evolution and religion. Such a faculty would not need to state that they believed in evolution- the existence of the faculty would already do that.
