Is there a specific nominal or verbal construct you have in mind? Nouns, for example, function as subjects and objects. Prepositional phrases tend to function as adverbs.

I don't have a specific example. Someone told me nominal contructions are better in report writing than verbal constructions and I didn't understand the difference.

Transactional writing (also known as nominal constructs) is intended to convey factual information or to argue the validity of a point view with objective evidence. It's objective. Expressive or Poetic writing (also known as verbal constructs) is subjective.
Transactional writing: to inform rather than to speculate or persuade
Summarize, Question, Explain, Define concepts, Report the facts, Use clear, concise language.
