"I was walking down the street and saw this guy with a long red beard."
I hear such use of "this" quite often. Does this sentence mean exactly the same as
"I was walking down the street and saw a guy with a long red beard"?

Yes.
Usually someone will say "this guy" because they are going to tell you something additional about him.
For example:
"I was walking down the street and saw this guy with a long red beard. He looked like that guy in ZZ Top!"
