Default question about computer environment

Dear Sirs,

My question is:

Can I use the word environment in the following expression?

"creating an environment for delivering courses" (the text is about using a computer for e-learning teaching).

I am not sure what the phrase "creating an environment for delivering courses" means, but "creating an environment for" is certainly used. (One doesn't deliver a course; one teaches a course.)

The term Computer Learning Environment (CLE) is used, although I'm not sure that it is the most widely known term for this.
