Both "I hear" and "I heard" are correct, but they have different meanings. Your confusion is probably due to the fact that you think 'hear' must agree with the tense of 'offer' - it doesn't. There is an omitted 'that' after 'hear', and the rest of the sentence is an entirely separate relative clause. So 'I hear' and 'I heard' just have the normal present tense and past tense meanings relating to whether you are reporting hearing the fact in the present or the past.
