restrictive/non-restrictive clause?

Hello,
I have a book. In in we are supposed to decide if a sentence has a restrictive or non-restrictive clause.
What do you think about this one? (all sentences are void of punctuation...otherwise it would be quite obvious)
"Mr. Raden traveled from Paris to Berlin where he planned to work as a freelance journalist."
I'm thinking that there's a non-restrictive clause and there should be a comma after Berlin.
What do you think?

You are right. It's a non-restrictive clause. Otherwise one should think there are more than one Berlin.

Additionally, 'where' is a relative adverb:

Berlin is where he planned to work as a freelance jounalist.
