Pronunciation of the definite article

Pronunciation of the definite article

Is there a rule to apply in order to differentiate between the pronunciation of "the" and "the (thee)", please?

Pronounce the one with a short u as in but or cut. Pronounce the other with a long e as in beet or tree.
