why do I feel like I have to relearn it all again?

It's disappointing and discouraging when we do poorly at something we've worked hard at and studied for, but that does not make one dumb nor a loser!! (Remember, Albert Einstein failed almost all of his school classes except for math and science!) Everyone has failures along the road, but the only thing you can do is look forward and keep trying.

I know the feeling so well! Especially in relation to English--I am working on this so hard and it is still and still and still so poor . The only thing we can do is to work more and not to break down. After 10 years or so of hard work maybe it will be better.
