Default Why two verb.?

In the sentence "only minutes before his character was tested,he was sitting in the ordinary plane among the ordinary passengers,listening to the stewardess telling him to fasten his seat belt and saying something about the 'no smoking' sign",there are two verbs "was tested"and"was sitting"?Is it right?

Yes, it`s correct because there are two sentences:

.."his character was tested.."- subject :character; verb: was tested [passive]
.."he was sitting..." -subject: he ; verb: was sitting [past tense continuous of the verb "sit"]
Or put it another way :
"He was sitting in the ordinary plane...only minutes before his character was tested.."
