| 2nd is subjunctive. I think we can also say I suggested him to come on time for the interview. Quote:

| This sentence needs a "to" before "him," like this: I recommended TO him to come on time for the interview. You are not recommending the person himself--you are making a recommendation TO the person. Hope that makes sense. Most natural: I suggested that he come on time for the interview. Although "I recommended that he come on time for the interview" is also fine. |
