please help!!.. with questions!!

hi!.. hope someone out there is kind enough to help me with some questions and using different types of english'

she said me she had tickets for the concert

i can understand the question.. but i dont know how to write down why the learner is saying the sentence as it is?

i feel the correct answer is:

she 'told me'...or
she 'said to me'...

now i dont know how to explain it?.

please help.. please !!!!

Take a look at the verb phrases "told me" and "said to me"; show how they are the same and discuss why they are different. Hint: semantics plays a role:

To say, to utter sounds
To tell, to give information
