Could you please elaborate the “nor” after without. I actually would like to know in such a case of “If without such regulations and methods are existing”, is this correct or not, or it would be “If without such regulations nor methods are existing”, because in this sense, it means neither such regulations nor methods are existing. Am I right?

Neither of them makes sense to me. You should give the whole sentence and explain what you want to say.

A calculation will be made in term of percentage of dried coals, and without ash nor sulfur left in coals

Which one should I use "without ash and sulfur / without ash nor sulfur ", please?
