Which of the following is correct:
1-To learn German, he was sent to Berlin.
2-In order to learn German, he was sent to berlin.

3-In order to leqrn German, they sent him to Berlin.
4-To learn German, they sent him to Berlin.

The third and fourth sentences may be grammatically correct, but they make sense only if they were the ones who wanted to learn German and not him.
