better sentence structures

Can someone enlighten me on the following sentences. I'm still confused over the use of "on" in the following sentence:
He has been teaching on our programme since 2000 ; or
He has been teaching our programme since 2000.
To my understanding, the use of "on" is not necessary as it may affect the reader's understanding. I would appreciate comment on this.
Another problem that I face is : For minutes of meeting( after the meeting ). is it correct to use the present tense ? e.g. Staff are reminded about punctuality or staff were reminded about punctuality.

1-- I don't think on is appropriate in any case; in would work, though. No preposition works only if he has been teaching the entire program single-handedly.

2-- Past tense is the standard approach to minutes. The meeting was adjourned at 3:00 pm.
