Default What's the meaning

What's the exact meaning of the headlined sentence.

Housing Minister Keith hIll said much of Lib Dem plans mimicked the goverment's strategy. "However, as usual, the lip Demīs proposals are completely uncosted," he said.

1.) … the lib Demīs suggestions are too expensive.
2.) … the lib Demīs plans are too expensive.
3.) … the lib Demīs have not got enough funds for their suggestions
4.) … the Lib Dem`s have not calculated the costs of their plans.

I'd rule 3 and 4 out on the grounds that they are preapostrephous - but where would that leave us?
